



During the emergency and post-emergency periods our actions were defined over five months in Indonesia and ten to twelve months in Sri Lanka. Development of a support network for local organizations enabled Handicap International to create the network of contacts necessary to start up development activities designed to continue alongside the rebuilding process and beyond. The change from the emergency to the development phase occurred in the months of May and June 2005, when new objectives for HI's programs were defined and new operating procedures put into place: short-term missions were shut down, needs reassessed, national teams recruited and long-term partnerships and strategies set up.
